Belgium is a rare example of a centralist state who federalized itself in a peacefull way by several steps since 1970. This process - still going on - is fundamentally provoked by the development of two subnations within the Belgian body: the flemish and the walloon. Within both of these nationalist movements there was a small elite who saw each other as allies in the struggle for federalization. They took contact during the sixties, a decade of heavy nationalistic agitation.Studying these (...) contacts makes clear that the alliance had no fundaments in the broader base of the movements. But still they are necessary to understand the previous history of the federalization process. (shrink)

This contribution to the MLG-debate wants to focus on the question of legitimate authority for the use of military force in the framework of international interventions. More in particular, it is the main objective of this article to verify whether the international intervention in Former Yugoslavia was characterised by a sufficient legitimate authority quality. The analysis itself will be developed in two steps. In a first step, we will describe the three main approaches to the concept of the legitimate authority (...) in the post Cold War literature. Secondly, it is our intention to apply these three legitimate authority approaches in the context of the international intervention in Former Yugoslavia. The final results of this study allow us to formulate a rather remarkable conclusion from an ethical point ofview. Due to the reluctance of the international community to use military force, the central issue concerning the legitimate authority debate no longer seems to be "who among the many candidates has the right to intervene?", but rather 'who has the duty to do so?". Starting from an ambiguity in the title of the recently published journal Economics and Philosophy, this article tries to comment on the task of a philosophy of economics from a more or less continental point of view (no claim to uniqueness being involved however).Seen in this light, the general philosophical relevance of such topics as the reading of economic texts, the choice between absolutism or relativism in the history of economic thought, the relation between ethics and economics, is open to (...) reassessment. Although all of these themes have been subject to heated debates, they hitherto seemed to belong to that most isolated of all domains — the one reflected upon by economic philosophy. We believe however that, as it stands, these themes reveal a problematics not unfamiliar to that of philosophy at large. This becomes clear by focusing the analysis on the discourse on primi-tiveness in Alfred Marshall's Principles of Economics (1890¹-1920⁸), a text the importance of which for the development of economic theory is undeniable. Indeed, the main concept brought to the fore by this analysis — the autoreferential structure of economics — raises questions that call for a metatheoretical treatment, — questions very similar to the ones raised in recent work of Michel Foucault and Jacques Derrida, among others. Our main objective being to prepare the field for such a metaphilosophy of economics, only some rough indications are given. Foucault's remarks on co-constitution and Derrida's comments on original retardation could be used to counter a tendency to objectivism characteristic of the human sciences and of economics in particular, by reinscribing the problem of the authority of (human) science in its Utopian structure. Leibniz held that even if we had no proof of the possibility premise of the ontological argument, a presumption would justify accepting it. He had an extensive theory of presumptions, as a part of practical philosophy, originating in his jurisprudence. He even proposed a formal proof that presumption favors possibility. This chapter examines ways of trying to overcome the difficulty that in the case of a necessary being, where possibility of existence and possibility of nonexistence exclude each other, presumptions of (...) possibility seem to cancel each other out, but concludes that prospects of escape from the problem are not promising. That inferences of the form "If M then S and possibly M, therefore possibly S" are invalid in possible worlds modal logics can be viewed as another fallacy of material implication. However, this paper argues that properly analyzing this and related inferences requires treating the possibility involved as a practical modality. Specifically, ordinary language propositions of the form "It is possible that M" must be understood to mean that there is a non-negligible probability of M being the case. But this (...) entails reexamining the very idea of logical validity. (shrink)

Recent work by Keyser in applied epistemology of experiment has focused on the iterative ‘production’ of knowledge: knowledge stabilizes within a given physical context and it is iteratively tested within that context to meet standards of reliability. This implies that in a given physical context (e.g., laboratory), the inferences, methods/techniques, and physical products form coherence relations with one another. We apply this epistemological stabilization account to the martial arts in order to argue that the context of stabilization dictates the training (...) methods, techniques, and even the philosophical concepts of a given martial arts system. We describe key elements of stabilization pertaining to rules, training methodology, warrior philosophy, and spectator/media tropes. The account of stabilization requires a case study that shows how a dynamic system is stabilized. We describe the stabilization of modern mixed martial arts by tracking it on a time scale, but also in different contexts (e.g., Pancrase, Pride, UFC). (shrink)

The culture of mass education has become an enduring tradition in Western Nigeria. The root of this culture is traceable to the mid-nineteenth century when the Christian missionary bodies began a process of systematic evangelization, using Western education as a medium and an indispensable tool. Early converts were taught how to read the Bible in vernacular – a measure that helped produce the first widespread literate class in Western Nigeria. Thereafter, mass education was promoted through the opening of primary and (...) secondary schools as well as teacher training colleges and trade schools. The pioneering missionary efforts, complemented in later years by the colonial government, received an accelerated boost, reaching a peak in the mid-1950s during the era of internal self-rule when the Western Nigerian government introduced the Free Education Programme in the region. In spite of the termination of the government that introduced the Free Education Scheme following the military take-over in 1966, the rising trend of popular education continued unabated. Military and civilian governments alike have, ever since, remained committed to mass education such that popular Education remains to this day, the greatest industry in Western Nigeria. The contention in this Paper is that the culture of mass education in Western Nigeria, even to this day, and in spite of occasional modifications, is a logical conclusion to an established culture of mass education, the root of which is traceable to the Christian missionary era. The paper concludes with an analysis of the impact, which the various phases of the evolutionary process have made on the history of education in Western Nigeria in particular, and the country as a whole. Bertrand Russell’s trip to China (1920–21) led him to write numerous articles about China culminating in _The Problem of China_. This paper reconsiders _The Problem of China_ using Edward Said’s discussion of Orientalism and contextualizes it with Russell’s other published and unpublished writings on China and the reactions of his Chinese contemporaries. I argue that Russell’s views reflect his prior philosophy and Western influences more than an analysis of his trip and reveal that this was what his Western readers wanted. (...) Moreover, his reliance on the research of other scholars and popular writers was unusual, even at the time. He was an intellectually honest but relatively unqualified and imprecise interpreter, not a Said-style Orientalist. He recognized Orientalism, but was unable to avoid reproducing Orientalist stereotypes. These findings help us understand both how Russell processed foreign phenomena and the origins of Western perceptions of China in the 1920s. (shrink)

Parvalbumins (PVs) are acidic, intracellular Ca2+‐binding proteins of low molecular weight. They are associated with several Ca2+‐mediated cellular activities and physiological processes. It has been suggested that PV might function as a “Ca2+ shuttle” transporting Ca2+ from troponin‐C (TnC) to the sarcoplasmic reticulum (SR) Ca2+ pump during muscle relaxation. Thus, PV may contribute to the performance of rapid, phasic movements by accelerating the contraction–relaxation cycle of fast‐twitch muscle fibers. Interestingly, PVs promote the generation of power stroke in fish by speeding (...) up the rate of relaxation and thus provide impetus to attain maximal sustainable speeds. However, immunological monitoring of diverse tissues demonstrated that PVs are also present in non‐muscle cells. The axoplasmic transport and various intracellular secretory mechanisms including the endocrine secretions seem to be controlled by the Ca2+ regulation machinery. Any defect in the Ca2+ handling apparatus may cause several clinical problems; for instance, PV deficiency alters the neuronal activity, a key mechanism leading to epileptic seizures. Moreover, atypical relaxation of the heart results in diastolic dysfunction, which is a major cause of heart failure predominantly among the aged people. PV may offer a unique potential to correct defective relaxation in energetically compromised failing hearts through PV gene transfer. Consequently, PV gene transfer may present a new therapeutic approach to correct cellular disturbances in Ca2+ signaling pathways of diseased organs. Hence, PVs appear to be amazingly useful candidate proteins regulating a variety of cellular functions through action on Ca2+ flux management. (shrink)

This paper contrasts the morally suspect elements in Marx's comments on relations between men and women in the 1844 Manuscripts with the more sensible and liberal tone of Marx's remarks on the same topic in post-1844 writings. The contrast is used to illustrate the claim that an important moral shift occurs in Marx's thought around 1844, a shift away from the early concern to overcome bourgeois egoism and with it the antagonism between state and civil society, and toward the mature (...) concern to eliminate what are perceived to be unfair inequalities of power among economic agents in a capitalist economy.The concept of alienation articulated in the Manuscripts attempts to combine these disparate concerns, and in consequence Marx's discussion there founders interestingly. This is a study of the relation between the fine arts and philosophy in France, from the aftermath of the 1789 revolution to the end of the nineteenth century, when a philosophy of being called "monism" emerged and became increasingly popular among intellectuals, artists, and scientists. Nina Athanassoglou-Kallmyer traces the evolution and impact of this monist thought and its various permutations as a transformative force on certain aspects of French art and culture-from Romanticism to Impressionism-and as a theoretical backdrop that (...) paved the way to as yet unexplored aspects of a modernist aesthetic. Chapters concentrate on three major artists, Théodore Géricault (1791-1824), Eugène Delacroix (1798-1863) and Claude Monet (1840-1926), and their particular approach to and interpretation of this unitarian concept. Abstract: This chapter examines the role of the virtuous agent in the acquisition of virtue. It rejects the view of the virtuous agent as a direct model for imitation and instead focuses on recent research on the importance of phronesis. Phronesis is understood as a type of moral ‘know how’ expertise that is supported by a variety of abilities, from emotional maturity, to self-reflection, to an empathic understanding of what moves others, to an ability to see beyond the surface and (...) understand the complexities of human behaviour. If we want to acquire virtue instead of focusing on the virtuous agent as such we should be trying to understand the abilities exemplified by his phronesis. As part of this project, I also consider philosophers who seek inspiration from the empirical sciences to shed light on how phronetic expertise is developed and what relevance this may have for moral education. In order to comprehend the world around us and construct explaining theories for this purpose, we need a conception of physical probability, since we come across many (apparently) probabilistic phenomena in our world. But how should we understand objective probability claims? Since pure frequency approaches of probability are not appropriate, we have to use a single case propensity interpretation. Unfortunately, many philosophers believe that this understanding of probability is burdened with significant difficulties. My main aim is to show that we (...) can treat propensity as a theoretical concept that exhibits many similarities to other theoretical concepts, and its difficulties are not insuperable if we make explicit some general presuppositions of scientific practice and apply them to propensities. At least this is true if we formulate the right bridge principle for propensity and rely on further methodological rules in dealing with propensity assertions to make them empirically testable. A widely debated issue in contemporary metaphysics is whether the modal profile of ordinary objects has to be explained in non-modal terms (that is, Thesis 1). However, how to solve such an issue with respect to occurrences – namely, processes and events – is a question that has been largely neglected in the current metaphysical debate. The general goal of this article is to start filling this gap. As a first result of the article, we make it plausible that, if (...) Thesis 1 holds for objects, then it also holds for processes and events. Then, we develop a metaphysical account of processes derived from Fine’s (1999, 2022) suggestions, according to which a process is a variable embodiment that is manifested by different events at the different times it goes on – namely, Thesis 2. We raised the challenge from the completion of a process that asks the Finean account of processes to explain relevant modal features of processes in non-modal terms. As a second result, we argue that four initially plausible strategies for solving such a challenge fall short of solving it. As a third result, we show that the theory of variable embodiments Fine formulates for objects must differ from the theory of variable embodiments that aims to model processes. We conclude by investigating some revisions to a theory of variable embodiments that aims to model processes. (shrink)

La question de la temporalité est l’un des aspects les moins étudiés de la pensée de Patočka et elle est très peu discutée dans les débats internationaux concernant ses travaux. Cependant, elle revêt une importance décisive, car elle prépare son projet de phénoménologie asubjective. Cet article se concentre sur le cheminement qui mène à cette conception : il identifie les éléments théoriques et les conséquences asubjectives de l’analyse que le phénoménologue tchèque propose des Leçons pour une phénoménologie de la conscience (...) intime du temps de Husserl. Le temps n’est plus considéré comme l’unité du flux subjectif constitué par la rétention, mais il est compris comme l’ajointement primordial du champ d’apparaître dans sa structure « déjà » unifiée d’espace-temps-qualités. Le fondement de la structure du temps ne peut donc plus être le présent vivant du sujet et son champ de présence. L’aboutissement de ce parcours critique, qui n’est pas analysé ici, nous confirme que la temporalité fait référence aux lois de l’apparaître et reste un enjeu central, car elle agit sur notre compréhension du monde et sur la relation sujet-monde dans l’histoire.
